3.4 — Brazing Rules & Regulations
Before any open-flame brazing on a regulated system, two requirements must be met: the operator
must hold valid TSSA brazing certification appropriate to the work, and site safety and environmental
controls must be in place. This lesson covers TSSA brazing operator certification requirements in
Ontario and the safe working procedures, PPE, and environmental controls required before lighting
a torch.

3.4.1 — TSSA Brazing Operator Certification (Ontario)
In Ontario, the Technical Standards and Safety Authority (TSSA) administers certification
for brazing operators working on refrigeration, boiler, and pressure piping systems under
the Technical Standards and Safety Act, 2000. A valid TSSA brazing operator
certificate appropriate to the materials and conditions of work may be required before
brazing on regulated systems. This requirement aligns with industry guidance commonly
referenced in Ontario contracting contexts.
- Brazing on refrigeration systems operating above certain pressure thresholds under the Refrigeration Safety Code (CSA B52) and TSSA requirements may require a certified brazing operator
- Brazing on boiler and pressure vessel piping (e.g., steam or hot-water heating systems) is regulated under the Boilers and Pressure Vessels Act; TSSA certification requirements apply
- Employer quality management systems for regulated refrigeration contractors may require certificate documentation for all personnel performing brazing on pressure-containing components
- The contractor of record is responsible for confirming which certification tier applies to the specific system being installed or serviced
TSSA guidance and regulated system requirements may call for documentation of both the
brazing procedure and the individual performing it:
- Brazing Procedure Specification (BPS): a written document that defines the base metals, filler classification, flux, joint geometry, heat source, and acceptance criteria for a specific brazing application; prepared and qualified by the employer or engineering authority
- Brazing Operator Performance Qualification (BOPQ): demonstrates that the individual can consistently produce joints that meet the BPS requirements; supported by test coupons and inspection records
- Keep certificate copies and qualification records accessible for inspection — they may be requested during audits or after a system failure investigation
- Re-qualification is required if a certificate lapses or if the brazing scope changes (e.g., new base metal group, new filler classification, or new position not previously qualified)

Check TSSA Requirements Before Starting a New System
Certification requirements can vary based on refrigerant type, system pressure class,
and whether the system is classified as high- or low-side. When in doubt, contact your
employer or the TSSA directly before brazing on a regulated system. Working without
required certification on a regulated pressure system is a compliance violation and
affects the validity of the system’s inspection and insurance coverage.
3.4.2 — Safe Working Procedures and Environmental Protocols
Safe brazing procedures include confirming job documentation and drawings, using protective
clothing and gear, and following applicable safety legislation. Brazing introduces higher heat
than soldering, open flame, fume risk from flux and base metal, and a greater potential for
igniting adjacent combustibles. Environmental controls must be planned and in place before
any flame is lit.
Pre-Work Documentation and Site Review
- Verify drawings and specifications identify the correct pipe size, material, and fitting type — confirm that 1-3/8 in (34.9 mm) OD or other dimensions match the actual tube being used
- Confirm the applicable code (ASHRAE, OBC, TSSA) and any project specification for filler rod classification, joint design, and pressure class
- Obtain the required hot-work permit from the facility safety officer before beginning any open-flame work in a permit-required facility
- Review the SDS for the flux and filler rod to be used; confirm ventilation requirements, fume hazards, and required PPE
- Confirm your TSSA brazing operator certificate is current and covers the material group and application (see 3.4.1)
Environmental Controls
Remove or shield all combustible materials within 10 m (35 ft) of the work area. Brazing
temperatures are significantly higher than soldering — heat transferred through copper
pipe can ignite materials well away from the direct flame. Use welding blankets on wood
framing, insulation, and vapour barriers adjacent to the joint.
A designated fire-watch person must be present during all brazing and remain on-site for
a minimum of 30 minutes after the last joint is completed. Fire-watch carries an accessible
fire extinguisher and monitors for smoldering in adjacent materials. Document the fire-watch
assignment and sign-off on the hot-work permit at completion.
Adequate ventilation is mandatory for all brazing. Silver-alloy fillers and fluxes produce
fumes that include fluorides, boron compounds, and metal oxides. In confined spaces or
restricted-ventilation areas, a half-mask respirator with appropriate cartridges is required.
Cadmium-containing fillers (now rare, but still found in older stock) require supplied-air
respiratory protection — check the SDS before use.
Notify the building owner or occupant before hot work begins. Barricade or restrict access
to the work area so bystanders cannot enter the hot-work zone. Protect finished surfaces,
equipment, and wiring adjacent to the work. Confirm that the building fire alarm monitoring
service has been notified where required by the hot-work permit.
Safety Data Sheets for every flux and filler rod used on-site must be available to all
workers on the job. SDS documents identify fume hazards, required PPE, first-aid measures,
and disposal requirements. Do not use any flux or filler rod without first reviewing its SDS.
Shade-3 or shade-4 welding goggles are recommended for brazing; safety glasses alone are
not sufficient for extended brazing. Leather welding gloves, flame-resistant clothing (no
synthetics), CSA safety boots, and a face shield where flux spatter is possible. In overhead
work, a leather cape or welding jacket is strongly recommended.
